Rattle from Windshield Wiper Panel - How to Access?

Hello all, new member but a longtime Hardbody fan/owner.

What I have is a rattle coming from the windshield wiper cowl behind the hood. This is my second Hardbody, bought earlier this year and the noise has been getting progressively worse and the panel is becoming more and more loose.
I've looked and have seen no hardware. I'm hoping the fender doesn't need to come off to access...
Do I need to remove the plastic vents and windshield wipers to get to the hardware to tighten down that cowl?
