Rapid Fuel Pressure Leak Down, 33 psi maintained (video)

I tested my fuel pressure today. When i set the key to the On position the psi jumps to forty then rapidly goes down. Fuel pressure does go up when the pressure regulator is disconnected. PSI does hold at about 33psi when the car is running followed again by a rapid decrease when the car is shut off. The car doesnt run that bad aside from crappy mpg. From other posting ive read this isnt normal. What could be causing this? Is there a call for a new fuel pump? Thanks.
