radio and wiper problem!

hey guys, annoying problem with my 95 s14.
radio and wipers work perfectly on all key positions except when i actuall turn it the last bit to on and the car starts, they dont work.
found a few topics on this but no answers and talk of a relay box?
if anyones had this problem or knows what and/or where this specific relay is, help me.
im a total amatuer when it comes to wiring and elec.

*edit and for communication purposes, the cars got the stock KA, no swap.

ok, all radio wiring, or the jumper set that was in there....is screwed...took it all out.
there was also some strange wire, neon blue, really shiny....used as a ground, grounded to the shifter plate?...
all i know is now i have no radio but my wipers work.

well so far, all fuses look fine, took out the console and bezel and found that the previous owner enjoyed wiring...alot...with DUCT TAPE?!?! f*** idiot!
still havent figured out the wiper/ignition thing though...going into the column in a few minutes and see what i see....
dont be shy, give me some ideas people.

okay, wow no replies...nice.
either way, problem solved...was a faulty ignition switch.
had to cut the old one off since dumbass broke the heads of the bolts off...new one on and all electrical problems solved.
