You can use a spotweld drill bit, like a tiny hole saw, it just removes metal around the outside of the spotweld on the upper piece of steel, but in reality you'll sometimes end up going thru both pieces. you can just use a common drill bit bigger than the spot weld and drill through both pieces, then locate the spot welds on the new part to the right or left of the hole you're welding to. Or some of the weld holes of the supporting piece can be accessed from underneath, and welded, but not many, nor is it easy. If you're just replacing the upper tie-bar to the radiator support, I guess you could do it without removing the AC condenser, but you have to unbolt the fenders at least enough to push them to the side, so you have to remove the flexible bumper cover. If you have to replace the whole radiator support I don't see an7y easy way to do it without removing the AC condenser.
