Radiator Fan Problems

So does anyone know why my radiator fan is turning at a much higher speed when the RPMs increase. I have already replaced the radiator fan, and that didn't fix the problem. Every once in a while the problem does not occur for one trip, but usually the next time i drive it the problem persists.

fan clutch is shot? try spinning it with the car off. just grab the fan blade and spin. If it keeps spinning for more than 5-10 seconds, it's broke
