radiator fan not running

Hi, I just bought a 97 Q45. One problem I found is the two fans in front of the radiator never run. Like today, I was driving the car (A/C on) on the loop for about 25 minutes. When I got back to home, opening the hood (idle), the two fans were not running at all. The A/C works ok and the car is not overheating.

Is this normal? So when will the two fans run? Thanks in advance.

Highway speeds provide plenty of cooling wihtout auxiliary fan AC fanss operating.

Wait until it is 95° F in downtown traffic to verifiy non-operation. I know, not much downtown in Lubbock, but you can circle the block with the light.
