Rack and Pinion HELLLLP!!!!

I have replaced my rack and pinion because of leaks, with a reman. assy.

The problem is this:
I have bled the system as stated in the manual, however.....
I can move the front tires( on jack stands) full left and right by hand with no problem!

Here is where the problem comes in: if I attempt to turn the steering wheel It starts a violent shake from left to right about 3 inches????
It shakes so much you cannot stop it unless the eng. is shut off.
It will do it on the ground also, cannot drive the car in this condition....

Note, this is the second rack, the first one did the same thing so I took it back.......

take it back again. awkward it would do it on its own. when i replaced mine, i just kept pouring fluid in there till it stopped wining and had someone turn left to right till no more fluid was being sucked in.
