quick trubo question

where is the boost gauge needle suppose to be when ignition is off an when it is on my needle points all the way to -14 someone told me it shouldnt be like that. i have a 92 300zx tt w/ 137 thousand +

Should be on the box for zero when ignition is off.. should be -15 to -20 when in gear.

-15 an -20 arnt on the gauge its -14 then goes 0 then up to +14when ignition is on it goes -10. whats the problem
