Quick Throttle Question

'89 240sx, KA24E:

Tonight I was draining my radiator (preparing to rip everything down), when I noticed the cable next to the throttle cable on the engine wasn't attached. This cable is the only other one attached at that point than the throttle cable, and it is on a separate cam. I didn't have time to go rooting through manuals to see what it is for, but I assume it is some sort of choke or fast idle cable. It went to a device positioned on the passenger side of the engine bay at the firewall.

I just wanted to know what that device is, what the cable does, and what having it unattached would cause.

my friend got his 300zx a while ago, while checking/fixing things under the hood, he found two throttle cables. but when pressing on the gas he found only one would move. "oh **** i think im only running on 3 cylinders!!!" he said... thinking there were seperate butterflys attached to each. after repeated attempts to find where both cables connected to the pedal and only finding one... he gave up. later we found out it was his cruise control cable.

its a common n00b mistake Dante. dont let swift and quick get ya down with their smart *** almighty car god rhetoric. :D
