Going with an electric fan does free up a little power, I don't know about 15hp though, that's a little of an excessive estimate. As for the dual intake setup, you won't ever make the power to warrant it on an NA. TT's doing really show a major benefit from it until 500+hp.

if by loose you mean it has a lot of play (even when in gear) its your shifter bushings. Easiest to get from underneath, and even thats a little bit of a challange if youre not mechanically inclined. An e-fan will free up a little bit of power, but not as much as your friend says. Its not so much gaining HP, just freeing HP up. The clutch fan is one of the more power draining accessories on the drive belt system (any clutch driven pulley/pump is bound to take up a decent of rotational force). Youll notice it more in the *** dyno then a real dyno, if you do U/P at the same time as an e-fan you might see 5-10 hp, but you will notice a more responsive and free-er revving powerband, and a little extra umph down low

how much do you think a shop will charge to do install the electric fan?

a good electric fan si gonna cost you at least $100, and that minimum, and to have a shop remove the mechanical fan, install and wore the electric fan, I'd guess 2 hours, at whatever thewir billing rate is, around here it's $65-120 hp, so $130-240 total labor plus fan to gain maybe 5 whp, I did the swap on my Z32 and it ran a bit hotter with the fan I had but there was no noticable difference so I swapped back, you'll notice as much gain by removing you're ac belt

you're best sticking to the basic order, of things, intake, exhaust, ecu, and if thats not enough, turbo swap
