Is a front lip a must for slammed cars? you know because of scraping.. or can I get by without one?

Would it get damaged without one?

No. Front lips reduce clearance, but they do tend to make a lowered car look better.

Well I know it reduces the clearance, but isn't replacing a lip a lot cheaper than a whole bumper?
or is that very unlikely for that to even happen?

If you're actually low, it is very likely to happen lol. Front lips are there mostly for that aggressive look on lowered cars. When you're 2 inches off the ground NOTHING will protect your bumper.

I'm not even lowered and I smashed up the bottom of my lip on some curb. I wanna get a lip just to cover it up lol

You can't protect the lip or bumper from being smashed. BUT, you can do something about scratches and keeping your paint. Just put a Vinyl under the lip/bumper!
