No Zs were supercharged from the factory, so that's got to be an aftermarket job. Very hard to tell...lots of potential variables that we don't know. I'd personally be inclined to avoid any supercharged Z with an unknown history and evidence of neglect or inattention (like the misadjusted pressure gauge).
As far as the belt, it's not a really a bad job. Depending on your mechanical inclination, you should be able to do it yourself in the driveway, which would leave you only paying for parts (maybe $20). It helps to have two people so someone can wrestle with the idler pulley while the other puts the belt in place. I think the user manual (should be available in PDF form from Nissan's website if the seller doesn't still have it) shows a diagram for belt routing which also indicates the idler/tensioner pulley location.
