My car has 17" Motegi MR7's on it when I got it. The seller told me that those rims were from a civic, and the wheels have 205/40/17 on them. I know that they throw off my speedometer by 5% faster than they should. I would like to know if 225/45/17 tires specs will fit my rims without it bulging out.

They will fit on a 7" wide rim. But they will probably rub on you're springs because of the retardedly high FWD offset.

and the speedo only reads 3% faster.

Are those 4 lug or 5 lug rims?

Are the 17x7.5 rims are on all tires, or are they only on the rear?

If someone does not mind, can someone clarify me what offset is. I have read about it, but do not understand it fully. Things such as +30 or + 44 and the difference between the offsets between FWD cars and RWD cars. I do not think my wheel set up is ideal for a rwd, but I may be wrong.

Offset is the distance (usually in mm) from the geometric center of the wheel (if the wheel is 8" wide, the center would be at 4") to the backing of the wheel where it meets the hub on the car. Wheels with a FWD offset are high (above +35). RWD offsets usually range from +30 all the way to negative. The lowest I've seen is like a -10.

How will a FWD offset (above +35) affect the handling for a RWD car?

Since the 240sx is designed around a FWD offset, for you it should be very little. However, using a RWD offset wheel would push the tread on the tire further out (away from the springs) which would theoretically increase the lateral wheelbase. If you wanted to get stupid-wide tires, for instance, you'd probably HAVE to go with RWD offset rims to keep the inner sidewall from rubbing against the suspension.
