Quick fuel pressure regulator question ka24de

So im fairly certain my fuel pressure regulator is dead my gauge is reading between 20 - 27 psi always and the only time i see immediate changes in pressure is when i tap the pedal and its just dropping a bit rather than going up the way it should. but what makes me unsure is that if i pinch the return line coming off of the regulator the pressure still doesnt change, and i was wondering, shouldnt the pressure begin to rise if its not going back to the fuel tank? the car is a 92 240sx ka24de.

While the motor is idling, pull the vacuum hose from the FPR; the fuel pressure should now be around 43 psi. If it doesn't go up, either the FPR or the fuel pump is bad.

To eliminate any possible blockage by the fuel filter, replace it before doing any tests.

i have pulled the vaccum hose off, what im wondering is that if i block off the return line and it still doesnt go up, does that mean its the fuel pump and not the regulator?

If you block off the return line, the pressure should go up. If it doesn't go up, then either the fuel pump is bad or there is some restriction in the fuel line.
