Quick ECU/Wiring Harness Question!

So I am looking for a manual ECU and wiring harness (Looking to Buy One if your selling). Anyways, I found one cheap however I need a California one and this is a Federal one.

My question is: I know ECU's are different between CA and Fed, but are wiring harnesses different as well?

It most likely will not have the plug for the EGT sensor (exhaust gas temperature sensor) You may not throw a code for it though.
