The answer is yes. The effect isn't huge. The same goes for AC, though the effect is larger. It has to do with the fact that both of these systems are powered by the engine. Less resistance on the engine = more power. That said, you don't really "gain" hp as you "release" what's already there to go towards moving the vehicle rather than moving the pumps for those accessories.
Simply turning the AC off has nearly the same effect, though without the weight loss benefit. Note that the AC on B15's is automatically on if your vent selector is on defrost, which since the vents never completely close, many people leave the selector in that position. The reason for this is twofold. One, your defroster is far more effective when it uses the drier air out of the AC, particularly when it's humid out. The other reason is that the AC needs to run every now and again to keep it lubed up, so the easiest solution is to have it linked to the defroster switch since that will actually get used some in the winter months where the AC would normally not see any use.
Weight loss from both is more significant. However, if you DD this car I would not suggest getting rid of either, particularly the AC in a warm climate.
