when i get on it my boost gos to 9 or 10 lbs on the stock t25 then as i get to high rpm's it comes down to about 6 lbs is that normal i have a full 2.5 in exhaust not cats or anything but a fart can and a front mount

Not that unusual. If you are running the actuator hose directly to the boost source and not using the orinigal equipment boost control solenoid it would not be unusual at all.

Stock exhaust from the turbo back will cause this as well.
