Some states call it title jumping and have laws against it with heavy fines as punishment.
Other states don't care and allow you to "sign over" a title like you would a check.
You'll have to check the laws where you live. I suspect a fascist regime like the Commonwealth of Massachusetts would want every last bit of money squeezed out of its citizens, so don't set your hopes high. You'll likely have to take ownership and pay the taxes and fees before being able to trade/sell the vehicle.
You could jump the title by not signing it and having the previous owner sign his name to "release" ownership (which means the next owner would then sign the same title certificate to accept ownership), and this is under the assumption that MA doesn't require you to go to a notary or spread your butt cheeks to verify your identity when buying and selling a vehicle. It would also put the last owner at risk since he'd be the only one with any insurable interest in the car and any towing fees and tolls would be sent to him in the interim.
