question on cap for satellite radio antenna location....

I'm not sure if all 350z's come with the hole/cap in this location, but while waxing my son's car, we noticed how the cover/plug/cap sits kind of weird. It looks like a flat cap sitting in top of a plug or base. Not sure if is glue or velcro to it...

I was going to try to pull it and check it for security and/or leaking issues. It just looks cheap and it doesn't flow with the rest of the car.
