The question is way too open ended and perhaps stated in a way that is way too subjective. Give us some idea of what your goals are. Boost and HP being the most important. I'm not sure anyone can answer if a particular turbo is worth the money. Everyone will have a different opinion here. I'd most turbos are worth the money. But not all turbos are a good match for the goals and motor. And with most things, you get what you pay for.

T28 for that kinda power?? BAH! Go for the standard hybrid T3/T04E setup for just go for a straight T4...as C-Kwick will likely advise =)

My reputation precedes me. For 300 to 400 HP, a small turbo will choke the motor and be highly inefficient which both adds to the restriction in the turbine and works the intercooler harder. T3's will start seeing this problem before 300 HP. A T4 of some sort will handle it much better. If you want a good balance of response and efficiency a T3/T4 is a good option. But a straight T4 will flow better, especially as you get closer to 400 HP. And to keep in mind, a larger turbo runs cooler and makes more power using less boost. This is important to understand as it will dictate, in part, if and how much work will need to be done to the motor to handle the additional boost.

Huge difference between 300 and 400. Like 10-15 psi difference depending on the motor. Which is alot as far as turbo slection is concerned. I'm not gonna repeat what everyone else said though, it just depends on what your willing to deal with as far as lag goes. I've driven cars with right now boost and cars with a boost kick at 5200 rpm.
