question about SMOG on the KA24e

friend of mine has a 89 240sx with a KA24e...well he went to get a smog this morning and they told him the car is running too rich...i told him to check his timing out...adjust the distributor accordingly...and put some 100 octane in his tank (just to get it smogged with)...anyone else have ne suggestions??? (were in vegas so our smog laws are pretty lax)

also his car tends to burn oil...i think he goes thru a quart or 2 a month...would this effect the motor and cause it to run richly???

i thought maybe his EGR valve may not be working correctly...but then again when i still had my KA in my S13...i have the damn EGR pipe hanging half way out of the mounting socket place on the manifold...and i still passed..and my car ran rich as all hell

so yah ne suggestions so i can let him know
