Question about rim and tire sizes o(^_^o)

Errrgh I feel like SUUUUCH a noob douchebag for asking this question...... but can someone PLEASE explain to me the following:

#1 What the hell exactly is "offset" when it comes to rims

#2 If a rim is like 16x9 does that mean 16" tall and 9" wide?

#3 How do you tell what width tires will fit on what width rims? Or how to compare?

What the heck is offset?
