Question about my HID's and Foglights (2001 QX4)

This is my first post, w00t.

First question: My wife bought here QX4 a couple of months ago and the guy had replaced the headlight bulb because one "went bad." Well, a week later I noticed that same headlight was dimmer than the other. Sometimes it will not come on at all, so I'll turn the lights off and back on and then both work?! Also, the light makes a mechanical noise like it is adjusting something. I'm assuming that the problem is the ballast, but I'm not for sure. If it is, does anyone know a cheap/good one to replace it?

Second question: Her foglights haven't worked since we got it. I position the lights in the right position but nothing happens. I checked the fuses on the passenger side and they are fine, and so are the bulbs. Where else should I look?

Does anyone have a clue? I don't know if it is the power supply or the ballast or what? It's quite expensive to replace so I don't want to make a mistake...

check the wire connecting to the bulb, it might be dirty or needs replacement.

My 02 QX4 (bought new) has the same mechanical sound like "zzz..." when the headlight is turned on. I think it's normal, and never had any problem with the light.
