question about my coilover/camber. noob

so i bought these coilovers for my silvia when i did my swap but i dont know much about suspension. would like some info on the camber plates i believe they are called.

the 8 bolts on the top are loose because i have no idea what to do.

the suspension is movable (up/down) and (currently not driving, dont worry!) i changed the brakes today and tightening bolts i noticed its moveable

any help would be awesome!

ps the coilovers, are TEIN HR

all that stuff should be set up by an alignment tech. I currently am replacing my entire suspension. i just eyeballed the wheels as straight as i could and intend on having it towed to a local alignment shop. you should speak with a few shops first about their experience with adjustable coilovers and camber plates as some shops wont touch them.
