Question about emissions in states

Does anyone have a 240SX in like PA or some other state which has emissions and actually passes it with an SR20DET? What do you need to do to have it pass - slow down the timing or have a normal cat on during emission testing or something? I'm just curious because when I do my motor swap I want to still be able to pass emissions once a year.

I used an SAFC and cat. Leaned out the mixture and passed fine.
