Question about crank pulley being loose...

I have a 98 I-30 and the belt slipped off, when I was attempting to put it back on I noticed the outer ring on the crank pulley is loose. Its the very outer ring with the grooves, is it supposed to spin around the pulley and feel loose?

I've seen this happen before on a 97 max. The pulley itself actually is split apart. There are two parts to it with the groves. he inner and outer. I've seen one split on the max and luckly I switched my car to a UR UDP and had my spare OEM one to give. I'm thinking you will probably need a new Crank Pulley. My 2 cents.
