The 94 Quest has a 4-speed fan. Speeds 1 and 3 have stopped working. Speeds 2 and 4 work fine. Anyone know how to fix this, is it the selector switch or in the fan motor ?

My guess is that the fan resistor is bad? Its weird for only 2 or 4 to work... Usually only the high setting works.

When the you use 1 or 3, does the fan turn off or does it just only stay in 2 or 4?

Turning to 1 or 3, the fan turns off. First speed 3 stopped working then some time later, speed 1 stopped working. Do you know where the resistor pack is located ?
