It can't. If the VB came unprogrammed the transmission would have failsafed in a middle gear and it would have been obvious there was an issue. Somebody needs to drop the pan and make sure the inside wiring was installed correctly and isn't caught on something, and also make sure the new VB didn't come with factory-defective solder pins. That's the sort of behavior you get from a failsafed transmission, and once it gets rolling it will generally over-rev because it's staying in a middle gear. For whatever reason -- wiring, defective VB, whatever -- it sounds like the TCM is incommunicado.
