Yes, the fuel pulse damper is feed from one of the vacuum line after the MAF. It provides a pressure restriction into the rail which is lifted via the pressure drop from the MAF out to the atmosheric pressure.

As the rpms climb [above 3500 rpms] a 7-14" WC [about 0.25-0.5 psi] differential progressively occurs as this port and is transferred to the dampener.

This device is extremely sensitive and very important in delivering the correct psi to the rails under the increasing load.........as at 11 millisecs opening time another injector opens before the previous one closes

There is a valve that I noticed that would keep clicking everytime I would touch the connector. I don't know if this valve has anything to do with what you said but one of the two hoses that are beside each other that goes into the side of the intake duct, connects to the end of this valve, then there is another vacuum line that goes from the valve and runs up under the intake. Maybe this could be it. That would be something else if the loss of power is being caused by this little valve. I just thought the valve had something to do with emissions so I didn't pay it much mind.
