I've never heard of anyone failing emission/inspection for removing the suitcase muffler. Maybe if you didn't install new tail pipes with tips. I've failed before because the exhaust terminated under the vehicle.

You should be fine. It doesn't affect emissions, just noise. You still have your cats (mine is even missing the pre-cats in the manifolds and still passes fine) and the main muffler. The suitcase is just the secondary muffler. Unless the car is ungodly loud, you shouldn't have anything at all to worry about.

But definitely make sure the exhaust doesn't terminate below the car.

What you are planning is exactly what you should do, just go for it. Get some nice tips and forget about the exhaust. Never any reason to do anything more unless something rusts out or breaks. Don't waste money on fancy mufflers and such. Next time you touch the exhaust will be when you install your turbo
