q45 throttle idle adjustment

I have a 1st gen Q45 TB on my rb25det. I am having problems bringing the idle to a decent level. Stock idle is 650rpm with ~20hg vac. It idles around ~1050 rpm vacuum reads ~16hg when warm. Sometimes it will go to ~850rpm and ~18hg vac. I just found out the TB has some secondary cold start soleniod built in? I do not have coolant lines hooked up to it. Can this be the cause of the problem? How is the solenoid moved? by coolant temp or pressure?Thanks

The "hot wax coolant temp controlled fast warm up idle cam" on TB is coolant controlled..........must have coolant circulating to return the offset to normal-----fully close TB.

Coolant is there also to help evaporate PVC/EGR vapors that would normally condense on the cold [relative to vapors] rear of throttle plate and vacuum port orfices at the bottom of TB.
