q45 throttle body vacuum

Is it normal to have vacuum from these? For some reason i thought these weren't functional and just found out today that they need to be plugged or ran to something cuz they definitely do have vacuum. Where is it supposed to be ran?

Better to cap with vac line caps or run a hose to each other? Or what do you guys do ?

Got some caps for it yesterday. Tight fits so hopefully they stay on since they arent flared
