another update:while i was gettin my new control arms put in, i asked my mechanic whats the deal with this idle, he said its something like an idle control motor. he said this longer name for it but i forgot it, he pointed to it near the throttle body, it was black like the MAF sensor. he said you can try to clean it, anyone know how to go about that?

it does have TCS, are you suggesting that it is not the culprit behind the problem?

Another possibility is that the ECU temp sensor is bad or has a corroded connector. That could cause the ECU to think the car is warm even when it's not. I would certainly check the Idle Air Control Valve (IAC) (a/k/a AAC) too.

Do you have the FSM? It names the idle control motor and the IAC Valve as places to check for fast idle issues. There are diagnostics listed there. How is the idle once it warms up?

The idle valve shouldnt have any control over the idle when the car is cold... Very interesting indeed.

Its tied into the entire system via the ECM and controls the overall idle. See pp. EF & EC 24 in the 94 FSM. But your right in that the FSM points to the fast idle cam on the side of the throttle body and to check for air leaks.

mine starts out at about 900 rpm when first started///then as it is warmed up and of course revved a bit///will run up as high as 2200 rpm in neutral and of course jumps down a bit when put in gear....just did the plenum job a week back, i think i need to adjust the TPS....its just that i have tried twice to manually adjust but still get nothing...

now that the starter issue has risen, i gotta get that thing resolved before i hit the idle issue!!

TPS is 120 something from Joe. IT's best to see if it's throwing a code before you go buying it though. Take it to a mech that has on consult to hook it up to. Mine did the same thing when it was going bad.

That sounds like the TP Sensor he was talking about. Never tried to clean it though.
