I have a brake question about the q45 on the s13. I feel like my tires are locking up to soon. Is that normal for the different pedal feeling?

Well you just upgraded your front brakes stopping power, so it makes sense that they lock up easier than before. The funnest solution is stickier tires

Seriously though, some people experiment with different front to rear pad configurations to get right sort of bias. I have also read of people using z32 rear brakes and q45 fronts. I have also read of people using z31 master cylinders with q45 fronts. Unfortunately I couldn't tell you what the best solution is.
