Buy one that is already a factory reman... they can do them better, cheaper, faster than you or a local shop can. You will end up with a better product for a nominally larger price.

Window tinting. In Michigan we are only allowed to tint behind the driver... so, I can't tint the front passenger or drivers window on my Q. Keeping that in mind, what is the best looking tint level?

You could get away with a 10-15% on the front without drawing attention to yourself. Unless you get Hitler as a cop, they won't bother to check what percentage it's at as long as it's not bad. For the back, I'd go 25%, but you can check samples at most places.

Why do people find non-black tints (i.e. Red, blue, fade from one color to another)) appealing? Is it just me, or does it look stupid?

I notice a difference with my 15% (it's all around, and I'm in Michigan, never had a problem).

a. Yesterdog... a local chili dog/coney dog type shop that has all original product graphics from the 30's-60's all over the walls. Its a unique experience and a great dog.
