Pulling Harmonic balancer to replace Main crank seal 1999 altima

what tool is required to pull the harmonic balancer to gain access to the main crank seal, my mechanic has tried a gear puller but it didn't work...any all/ideas appreicated... is it a special tool perhaps, if so where can one be purchased...help PLEASE
