Funny you should ask this, because I just made something like you are describing. The thing that prevents water from going into the intake tube is the AEM bypass valve, goes for like $45...but that only works assuming your filter is submerged in water and water is alreay sucked into the air intake...which DOESN'T happen very often unless you live in a really rainy area or routinely splash through deep puddles...A good, well oiled filter will prevent any water from getting through assuming the water is just rain getting in under the bumper and splashing up and what not. Anyway, I made my own custom 3" cold air intake that I'm very pleased with, and the filter is dropped right down in the bumper, and in my s14, theres a big open hole for air to flow through and hit the filter...works perfectly in nice cool (55 degree) weather, feels like a turbo past 4000 in second. Anyway, instead of getting suckered into over priced AEM honda stuff, I went to the hardware store, got some plexi glass, cut it with a jig saw to the exact contours of that big hole I was talking about, threw some velcro on the edges of the hole and on the plexi glass, and now I just pop it on in the rain, and prevents any water or rain from getting in to, or covering my air filter. Pretty good idea and function for $2 in my opinion....Also I plugged up all the wholes in the splash guards to prevent water from getting in that way. Maybe I should start marketing these guards...if you have an S14 with the same bumper as mine, send me $10 and I'll make it for you and send it back....Hope this helpedMarc
