Looks like one to me.
from HA-61.does not, however, appear serviceable outside of replacing the whole heater core.
Proof of the heater control valve??

this was a subject which had been debated in the past. there is a heater control valve, and by the demographics of this board, it is not a part that fails often at all.Don't confuse the HCV with the air-mix door.
