procedures for setting parameters

Has anyone ever wrote up a guideline of resetting things like timing,tps,aac,and base idle? Like start with and end with that, and what the measurements should be? I need to do this to my car. Right now my idle is between 700/750, aac shows about 30%, and tps shows 52 during idle. Don't think I have fast idle for them cold days. My timing is so far advanced that I'm surprised it starts as easily as it does. It's got some slight roughness but not too much. So is there a procedure to follow? What sections should I start with and follow? I assume timing would be the first thing to play.
