Problems with the two sided touch up pen

Anyone here knows how to get that pen to work correctly? I'd put the colored side in, as per instruction, let it dry for couple of hours and come back to put the clear coat on and find the clear side will take some of the colored paint off. And I can't seem to get the color side to layer up to try and fill in the chip cause that also will take some of the earlier paint off in little lumps.

Am I doing something wrong?
