Problems with the turboxs manual dual stage bc

First problem being that the hole for the allen wrench in the first stage controller is stripped so I cant adjust it anymore and its set at 14psi all the time now. So I figured I would just leave it there and set the second boost controller at a lower psi and do it backwards.

But I turned it down to the lowest it will turn and it still boosts at 11-12psi in 1st gear and at 14psi in all the rest of the gears? Does it sound like somethings wrong with the boost controller?

I had that boost controler for a while. IMO it is a big stinky pile of dog doo. I got rid of it and purchased an HKS wastegate actuator. Cheap and works great, but a bish to adjust.
