A similar thing happened on my 1989 Sentra, where the defoggers worked, but air wouldn't blow out of the main vents The problem was that the wire that controlled the vents lost its tension over the years.
Again this is on a 1989 B12, so I don't know if this method would work for you. I removed the front dash plate to get access at the vent switches, and then I removed the switches. The tension on the wire that opened and closed the main vents was very low, so I took some pliers and bent the wire so that I could increase the tension on the wire, without damaging it or scraping the plastic ac/heat plate.
After I increased the tension on the wire, there are a couple of white gears that control the opening and closing of vents below the dashboard, but to the right of the gas pedal. I turned the gear that opens the vents all the way to the end that opens the main vents completely. Deciding which gear it is requires some trial and error, but you should see that the wire in the gear, the same wire we just tightened in the dash, should be about halfway between both ends. This is the gear you need to adjust.
When you adjust the gear, turn on the power, then turn on the ac/heat. If the main vents now blow air, you're almost done. If not, keep adjusting the gear or continue to increase the tension on the control wire. Once you're successful, play around with the fan speeds and switch between the defogger and main vents to make sure that the wire has enough tension and that the gear will stay in the correct place.Reinstall any plastic fixtures that you removed to get access at the vent controls, and you're done! You should now have working main vents......if Nissan didn't change the way the vents work from 1989 to 1998.
