my buddy was installing an hid kit on my car and everything works fine but when the light switch is off the hids are still on . a while ago i did the sleepy eye mod by cutting the brown wire, so im wondering if this is sending a signal to the hid relay . for example if its bypassing the lighting system or anything. anyone have any ideas on what could be the problem?

it should try taking out the relay to the headlight well on, one at a time to see they shut off then mark that and swap with ones of the working ones and see if that solve the issue

and more things i do this to all my hid install ,install relays so the light take the feed from the battery versus the factory harness the wires are thin and old

no the brown is only use to pass current to the motor when closing(there go sleep eyes)or the contact point on the steering switch are weak or dirty and are making still contact
