problems with cut springs?

Im looking at buying a 93 s13 hatch. The previous owner cut the stock springs. It seems like its about an inch or inch and a half lower than stock (there is about 2 inches between tire and fender well/liner, less than an inch from fender lip, and it has 17inch, id guess 40series tire). The dealer thats selling it wont repair it and have it inspected because they say there are too many problems with the suspension. The salesman I talked to didnt know much about it, but he seemed to think it needed new control arms. Obviously it needs new springs, and Id guess it needs new struts and shocks (It will get those anyway, if I buy it), but is there any way cut springs could damage any of the linkage parts? I dont see how, but Ive never owned or worked on an S13. Does this seem realistic? ie. Is there any way cut springs could damage the control arms? Thanks for any help.

Even whith a stock suspension a 11 year old will show a lot bushings bad,The trouble with the control arms are the big silicon filled bushings, you must change them either whith Nismo rubber ones or some uretane like Withline or Energy Suspension.But be ready to change all the suspension bushings.

I understand the bushings would be sloppy, but would that keep it from passing an inspection? There was something that made this dealers mechanic decide it wasnt worth fixing, and Im hoping it was just the springs, not problems that the springs created.

With the tool who previously owned that car, if you buy it, you'll definitely need to replace these items:

t/c rods, inner and outer tie rods, all the strut mounts, and replace the struts and springs all around.

But just like ralphdig said, you'll need to replace that kind of stuff on a stock 240 anyway. I would visually inspect the control arms, and if they're bent/etc (you'll find out for sure when you take it for an alignment) then replace them with oem units.
