problems wit my tps?

well i bought a new tps cause my other one went bad. so i order one put it one and when i go to adjustin it wit the multimeter it doesnt change volts. but if i take plug off i can adjust like that. ive read it supposed to be wit the ignition on but motor not running.

also the middle wire on the plug(white) was cut so i connected it back together, but their was a layer of wire on top of the white wire like some sort of shielding. my plug doesnt have that shieldin on it. do i need it on their?

any info will help and yes ive searched but maybe im not wordin it right on the search. jsut tryin to get my car ready before a drift event on sunday.
