Problems adjusting Timming S14

Ok i tried to adjust my timming back to stock 20 degree's and for some reason the 20 degree mark on the pulley will NOT stay still...It keeps bouncing back and forth between the needle. I would say it fluctuates between 17-23 degree's and wont stay solid at 20.. Is there any reason behind this..?? I followed the instructions on the FSM and tried it 3 different times which took 3 days cause we have to let the motor warm up from a cold start. Anyways, the mark will not stay steady... I didnt have this problem with my S13, on that motor is stayed SOLID at 20 degree's but for some reason on my S14 it wont stay.. Now on my S14 i have 2 plugs on the TPS.. The upper one which is RED and the lower one which is GRAY.. I unplugged the GRAY one like everyone says, but the FSM only states to un-plug the TPS harness, its not specific on which one.. Could this be due to the jwt tune or bad distributor..??

I just wana make sure the timming is correct b4 i push 15 psi thru this motor.. I a/f ratios' are good according to the wideband..

usually this is because te rpms arent too steady. what are your rpms? 20degrees is right int he middle of 17-23 so you should be close. the ecu can make an adjustment if you are 1 degrees off and the jwt ecu [usually} is safe on timing so if you are advnaced 2 degrees you shouldnt have a problem.

im not saying this is full proof, best thing is to have a scanner tool to show you what timng is at a given rpm/load. for obdII cars i think you can buy scanners for about $150 at any parts store

See thats the thing, the idle is not always smooth...One sec it will be smooth, then the next it starts jumping around, then smooths out.Then when the electric fans kick on, the idle drops really low and almost stalls out..But even when the idle maintains smooth or the few seconds, the timming mark is still jumping around.One guy told me that it would be due to the fact that i may be bleeding off another cylinder cause the plug wires are too close together...
