Problem with VTC...

Hi allI have an S14 with a blacktop SR20DET in it, there is a problem with the VTC system, the solenoid is good, i checked it on another car, but when i give him direct power, you can hear it clicking, but the rpm won't move even a bit instead of lowering it...what could be the problem?

i don know what to do please help me
