problem with the power steering on my 96's i30

the steering of my car is very loose, I can make turn pretty easy without too much resistance, and after I made a turn, the steering wheel can hardly return to the neutral position automatically, especially when the car runs at a low speed. I have to turn it back by hand although it is as easy as I made the turn. At first I though that might be the problem with the tie rod end. But after I replaced both inner and outter tie rod end, the problem is still there.The PS fluid is in the normal level, and no leaking found. Anyone can help find the reason of this problem? or put this topic in a proper forum because it might be a general problem. Thanks.

You may have a bad pump or rack.It's also possible that there's something blocking or restricting fluid flow

Thanks for your post, so how to figure out where the problem is?I can not hear any abnormal noise from the pump, but I dont know how to check the rack and the pipe. can anyone tell me?thanks a lot.

When you drive down the road at high speed are you getting a lot ofvibration, wheel shimming, noise etc?

Actually, there is no noise but some vibration around 70mph, also, sometimes it sways a little bit even at low speed, is it a balance or alignment problem?
