Problem with manual swap

I did everything right but for some reason I get rev limited at 4 grand. Anyone know what my problem is on my '89 sohc coupe

i would think its electrical, so try swapping an ecu. how does it run? rough? if so try different maf.

Dope profile pic. It runs smoothly. I do have another ecu so maybe I'll try that
