Problem with headlights

My headlights will not go down. If they are already down, when I hit the button, they come up fine. If I turn on the headlights while they're down, they also come up fine. But when I turn off the headlights they don't go down, and when I hit the button they don't go down.

If the button is "in" and I try to wind them down by hand, when I get to about 1/4 turn they spin right back up.

Now I am not really sure where to look with this problem.. The fuse is there, its a 5A. My brown wire IS NOT cut and is still intact.

Can anyone point me in the right direction please?

you could try moving the relays around to see if symptoms change ie one of the relays is bad.
